Thai defense industry Co., Ltd (TDI), a joint venture between DTI and Chaiseri Company Limited, led by Mr. Karn Kulhiran, Managing Director, and HIT (Heavy industry taxila), a government agency under the Pakistani Ministry of Defence, the largest armored vehicle manufacturer in Pakistan, signed a joint venture agreement to produce 100 HISAAR 4x4 MRAP (Mine-Proof Armored Vehicle) at HIT's factory in Taxila, Rawalpindi Province.
The event was honored by Admiral Worawut Prueksarungruang, Chairman of the Advisory Board of the Royal Thai Navy, representative of the Commander-in-Chief of the Royal Thai Navy attending IDEAS2024, Colonel Thanai Phuemphun, Assistant Defense Attache in Islamabad, and Mr. Panutat Yodkaew, Acting Thai Consul in Karachi.
In the signing of the cooperation, HISAAR 4x4 MRAP (Mine-Proof Armored Vehicle) is an armored vehicle developed from the D-Tiger vehicle jointly developed by TDI and Chaiseri Co., Ltd.
From this cooperation, TDI will transfer armored vehicle technology (Technology Transfer) as a Technical partner in the production line in HIT's factory. Both organizations also look for opportunities to seek cooperation in exporting armored vehicles to Pakistan and Thailand's allies in the Middle East, West Asia and Africa.
The HISAAR 4x4 Mine-Resistant Ambush Protected (MRAP) wheeled vehicle is based on the First Win ALV (Armored Light Vehicle) 4x4 wheeled armoured vehicle developed by Chaiseri Metal & Rubber Co. Ltd. of Thailand to be produced under an agreement with Heavy Industries Taxila (HIT), a Pakistani state-owned armoured vehicle manufacturer, which is exported in the name of Thai Defense Industry Co., Ltd. (TDI), Thailand, which is a joint venture between the Defense Technology Institute (DTI), an agency under the Thai Ministry of Defense, and Chaiseri Co., Ltd., Thailand, with the objective of supporting the export of private arms and equipment to foreign countries in the form of government-to-government agreements.
Thai TDI Company has launched the DTI D-Tiger 4x4 wheeled armoured vehicle, which is based on the First Win 4x4 wheeled armoured vehicle family for the first time at the Defense & Security 2022 exhibition in Thailand in 2022, where the HISAAR 4x4 wheeled armoured vehicle is based on this Chaiseri Thai wheeled armoured vehicle.
TDI Thailand and HIT Pakistan and Paradigm Technologies International Pakistan signed a Memorandum of Understanding (MOU) to reach an agreement for the sale of 100 First Win 4x4 wheeled armoured vehicles with the transfer of production licenses on September 18, 2024.
This was followed by the signing of a joint venture agreement for the co-production of HISAAR 4x4 wheeled armoured vehicles at HIT's Margalla Heavy Industries Limited plant in Taxila, Punjab during the International Defence Exhibition & Seminar(IDEAS 2024) at Karachi Expo Centre(KEC) in Karachi, Pakistan on 19-22 November 2024.
Although the value of the contract has not been disclosed, it is understood that the first batch of HISAAR 4x4 wheeled armoured vehicles for Pakistan will be produced at Chaiseri's plant in Thailand, with subsequent batches to be produced at HIT Pakistan's plant. This is the biggest success of the Thai defense industry in exporting the First Win 4x4 armoured vehicle family after Malaysia, Indonesia and Bhutan.

It appeared that tanks with similar mileage (19 000 km) showed different results. Distance between failures of the PT-91 was only 25 km and it took on average 3.2 days to repair the tank. On the other hand distance between failures of the Leopard 2A4 tank was 174 km and it took on average 1.3 days to repair the tank. Most failures of the PT-91 Twardy were related to its engine, electrical installation, armament, fire control system, and communication systems. So the ageing PT-91 tanks can be seen as rather unreliable combat vehicles, that are troublesome to keep in operational order.

On the other hand distance between failures of the Leopard 2A4 tank was 174 km and it took on average 1.3 days to repair the tank.
