The Republic of Singapore Navy (RSN) decommissioned the final two Challenger-class Submarines RSS Conqueror and RSS Chieftain at RSS Singapura – Changi Naval Base on 25 Nov 2024. Officiated by Chief of Navy Rear Admiral (RADM) Sean Wat, the ceremony marked the final handing over of duties from the Challenger-class Submarines to the Invincible-class Submarines.

The Challenger-class submarines were ex-Royal Swedish Navy’s Sjoormen­-class submarines and entered service with the RSN in the 1990s. RSS Conqueror and RSS Chieftain were commissioned by then-Deputy Prime Minister and Minister for Defence Dr Tony Tan Keng Yam on 22 July 2000 and 24 August 2002 respectively. The Challenger-class submarines, together with RSN’s pioneer submariners who were also trained in Sweden, played an invaluable role in our journey towards developing a submarine operating capability. Over the years, the submarines have fulfilled their mission of safeguarding Singapore’s maritime interests and territorial integrity through numerous operations at sea. They also advanced Singapore’s defence relations by participating in bilateral and multilateral exercises.

Fleet Commander RADM Kwon Hon Chung, who delivered the citations at the decommissioning ceremony, paid tribute to the two boats and the generations of its crew. He said, “RSS Conqueror and RSS Chieftain’s achievements are a testament to the unwavering resolve and courage of the RSN’s pioneer submariners, who laid strong foundations for the growth of 7th Flotilla and the RSN into a world-class submarine operating force. 


It was on board these submarines where we dived into the underwater domain some 29 years ago and overcame numerous challenges with the invaluable assistance from the Royal Swedish Navy. From these humble beginnings, the RSN’s pioneer submarines pushed the boundaries of submarining with the determination and tenacity, and today operate cutting-edge platforms confidently”.

At the sidelines of the ceremony, Chief of Navy RADM Sean Wat also officiated the launch of the new Submarine Training School (STS). Named after RSS Challenger to remember the Challenger-class submarines, the launch of STS signifies a major milestone in the history of RSN’s local submarine training. The STS is a one-stop training facility that leverages technological advancements to enhance training realism, effectiveness and efficiency. The STS also features simulators where both individual and team training can be conducted in a safe environment incorporating realistic scenarios in a safe and efficient manner.

Present at the ceremony were past and present crew of RSS Conqueror and RSS Chieftain, as well as senior RSN officers.

    Tactical training operations date back to 2002 with the first full Fighter Weapons Instructor Course successfully presented to the Royal Malaysian Air Force, with the ground school element taught in Cold Lake. The airspace around Southwest Ontario was historically home to the Empire Air Training Scheme, one of the most ambitious flight training programs to ever exist. ITPS operates over the same hallowed grounds where thousands of allied pilots of World War II trained, making it a historical sphere of influence in Canadian aviation, and a natural hub for pilot training.
    Military pilots from allies around the world come to tactically train at ITTC. Most recently ITTC hosted The Royal Malaysian Air Force for a Fighter Weapons Instructor Course (FWIC) in 2022 who sent its best pilots to be trained as weapons and tactics experts.To enable such training, the ITTC conducted ground school, simulation and flight phases in Canada

    Memang dalam perancangan TUDM untuk membeli helikopter baharu, namun dengan mengambil kira situasi semasa termasuk ancaman pandemik, perolehan secara sewaan menggunakan konsep Government Operate, Company Own and Maintain (GOCOM) adalah lebih efektif buat masa ini.
    Mungkin ada yang tertanya-tanya, namun kaedah penyewaan ini bukanlah kali pertama dilakukan. Kerajaan sebelum ini pernah menyewa Helikopter Latihan Airbus EC120B dan Flight Simulation Training Device (FSTD) Untuk Kegunaan Kursus Asas Juruterbang Helikopter TUDM.
    Selain itu, kerajaan turut pernah menyewa 5 unit Helikopter EC120B; 1 unit Sistem Simulator dan sewaan Bot Op Pasir merangkumi 10 unit Fast Interceptor Boat (FIB); 10 unit Utility Boat; 10 unit Rigid Hull Fender Boat (RHFB); 10 unit Rover Fiber Glass (Rover).
    Melalui kaedah sewaan ini, tempoh masa untuk melaksanakan proses perolehan termasuk berkaitan tender serta pembinaan aset dapat dikurangkan.

    Leased BMW superbikes for military police. The Army’s military police – Kor Polis Tentera Di Raja – took delivery of 40 BMW R1250RT super bikes today. The superbikes are under lease from Syarikat Ammo Defence Sdn Bhd under a RM13.7 million Letter of Award.The tender for the superbikes was published in June, this year. Interestingly the release by Tentera Darat said the leasing period was for five years, but the tender notice said it was for a four-year period only. That said the leasing period could have been extended for another year during the negotiation process.
    As for leasing vehicles, this has been common practise by government departments for the decade or so as it is supposed to be cheaper overall. The MPs had also taken delivery of Honda Civics under a leasing programme,

    Operational Expenditure for Defence in 2025 is RM13.363 billion while Development Expenditure is RM7.492 billion. The OE allocation is an increase of some RM1 billion while the increase in DE is around RM450 million.
