Korea Selatan telah mengklarifikasi posisinya terkait pengembangan senjata peluncur udara dalam negeri untuk pesawat tempur KF-21 yang sedang dikembangkan oleh Korea Aerospace Industries (KAI).
Meskipun Seoul akan mengembangkan berbagai senjata peluncur udara untuk pesawat tempur tersebut, pada awalnya jet tersebut akan dipersenjatai dengan senjata yang diperoleh dari luar negeri, menurut Administrasi Program Akuisisi Pertahanan (DAPA).
Seoul telah memesan 40 unit awal KF-21, yang akan memasuki layanan Angkatan Udara Republik Korea (ROKAF) pada akhir tahun 2026.
Rudal Udara-ke-udara
“Pembelian rudal udara-ke-udara dari luar negeri telah selesai berdasarkan anggaran untuk seluruh armada KF-21 produksi massal pertama, dimulai pada tahun 2024,” kata DAPA.
“Jumlah ini sesuai dengan mempertimbangkan proyek penelitian dan pengembangan serta proyek-proyek lanjutan.”
DAPA menambahkan bahwa anggaran telah dialokasikan untuk pengembangan rudal udara-ke-udara jarak pendek dan jarak jauh untuk KF-21. DAPA membantah laporan terbaru bahwa Seoul telah menghentikan pengembangan rudal anti-kapal supersonik untuk KF-21 di dalam negeri.
“Dalam hal pengembangan rudal udara-ke-kapal supersonik, studi kelayakan saat ini sedang berlangsung, dan setelah hasil studi dikonfirmasi, kami berencana untuk melanjutkan proyek sesuai dengan prosedur dengan berkonsultasi secara erat dengan organisasi terkait,” kata DAPA.

Senjata udara-ke-darat
Senjata udara-ke-darat juga menjadi area fokus. Pada Desember 2022, DAPA mengatakan rudal jelajah jarak jauh akan dikembangkan untuk KF-21.
Pada akhir 2024, MBDA mengatakan telah mendapatkan kontrak dari Seoul untuk produksi rudal udara-ke-udara Meteor dalam jumlah yang tidak disebutkan. Laporan sebelumnya mengindikasikan bahwa Seoul telah berencana memesan 100 Meteor.
Pada akhir tahun 2023, KAI dan MBDA telah menandatangani pakta kerja sama untuk menjajaki integrasi persenjataan pada pesawat produksi KAI. Selain Meteor, persenjataan yang dibahas meliputi senjata luncur presisi Spear, rudal udara-ke-udara berpenjejak inframerah ASRAAM, dan rudal serang darat Brimstone.
KF-21 telah menjalani uji coba dengan rudal Meteor serta rudal udara-ke-udara berpenjejak inframerah IRIS-T milik Diehl Defence.
DAPA juga menyatakan bahwa mereka memandang pengembangan persenjataan dalam negeri sebagai bagian integral dari proposisi penjualan luar negeri KF-21: “DAPA akan secara aktif berupaya mewujudkan pertahanan nasional yang mandiri melalui pengerahan sistem persenjataan yang cepat dan memperluas ekspor persenjataan canggih, yang memungkinkan industri pertahanan Korea untuk maju pesat sebagai salah satu dari empat kekuatan terbesar dunia.”

RM11 billion annually also sounds reasonable if we look at the current US dollar exchange rate – US$2.5 billion – and the challenges ahead. But again, MAF has been let down by the government which has not say why it has not approve the budget requests. To me at least give us the reason why it has not try to meet the challenges faced by MAF. MAF acknowledges the conundrum which resulted in it coming out with the CAP 55 and 15 to 5 transformation plans. Despite this, the government has yet to stick to the plan and instead goes out of the way not to stick to it.
Yes, in the three terms he has been in power, PMX has given the highest DE budget for the last three decades. In 2023 he allocated RM6.041 billion, RM7.053 bilion and the latest RM7.492 billion. But it is still not enough to recover from the Covid years and the under-investment for the last three decades. Not when the MAF is still operating some 171 assets which are three decades old. Could he have given more to meet the defence budget? I have no idea, really as I am not purview to the government finances.
Unfortunately, recent events does not augur well for MAF. Can MAF recover in the next RMK? Only time will tell and if the world does not goes berserk first.
